PDFs very slow to load

Our users are complaining of horribly slow loads of PDFs across our SSL VPN.
We have a Gateway 220 v7.511

Our sites have various ISPs, mostly DSL, some rural wireless. We can't afford T1.

anyone else have this problem? suggestions?

In addition to what bruce said...What are the file sizes? Are we talking a few kb or 100 MB files?

It hasn't mattered what the file size is.  Some are very small.  And it's only with PDF.  Large .docx don't seem to be a problem.

AT&T DSL  up to 3mbs Down and 512K up

We typically sit around 13-18% cpu;  78-80% ram; 15%-22% swap
