PDFs very slow to load

Our users are complaining of horribly slow loads of PDFs across our SSL VPN.
We have a Gateway 220 v7.511

Our sites have various ISPs, mostly DSL, some rural wireless. We can't afford T1.

anyone else have this problem?      suggestions?

    Well, we need more info.

    Are these files users are trying to access from a main site?  What is the bandwidth at this site; is it symmetric or asymmetric?  What do the network usage graphs look like?  What to the CPU and RAM usage graphs look like on your 220?
