IPsec not work

Hello All!
I want to understand, VPN IPSec:
If your client machine is behind a Nat device....IPsec will not work
this is true?
If so, then nothing can be done?

    I actually read that there are many routers that do not allow access L2TP
    I would like to know to allow access the Internet via PPTP a need to add the PPTP pool in the HTTP Proxy, without this it will not work?
    just in the guide it not written, so I ask
