Unexpected Default Drop on SSL-VPN

Dropping this 2093 port even though I have a specific service allowing any TCP/UDP source port to go to 2093:2096.  Any ideas?

23:40:23 Default DROP UDP 192.168.1.15 : 1028 
 → 10.242.2.6 : 2093 
 len=50 ttl=127 tos=0x18 srcmac=00:e0:bb:1c:80:37 dstmac=00:1a:8c:10:fd:3c

192.168.1.15 is in network, 10.242.2.6 is out on the SSL-VPN.
