VPN traffic $ adress

I've got a few VPN users over L2TP over IPSec protocol
As you can see in the log, there's no information about traffic.
1)How can I make the traffic to be visible?
2)Can it and how can it be made that each of these users has always got the same virtual adress over VPN?
(I mean: user A has ALWAYS got the adress xx.xx.xx.2, user B has ALWAYS got the adress xx.xx.xx.3 etc.)

    I believe that this is normal behavior.  It's always been like this.  Just as DHCP remembers the IP assigned to a specific MAC, the VPN address assignor remembers the IP assigned to a specific user.

    But users do not get the same IP adress (VPN user - L2TP over IPSec). They get the new IP adress each day. It never stays the same. But I want that every user has got the same IP adress all the time.

    Could you answer me the first question from the post, please?
