L2TP connection config 2 ISP

This is my present set up in the office.
Main office:
Using Astaro Device 220: V 7.507
ISP#1:
ISP#2:  
Branches:
Branch #1= VPN L2TP Connection thru ISP#1
Branch #2= VPN L2TP Connection thru ISP#1
Branch#3= VPN L2TP Connection thru ISP#1
Branch#4=?
Problem:
Is it possible to connect branch# 4 to ISP#2 using L2TP connection?
How do I configure it to my Astaro 220 device ?

    Maybe, i will give you a detailed background of my present set-up

    Main Office:

    We have 3 ISP providers:

    ISP# 1 is PLDT with speed of 4.5 Mbps with 4 Static IP address (We only used 1 Static IP Address dedicated to L2TP VPN Connection)
    ISP# 2 is PLDT with speed of 4.5 Mbps with 4 Static IP address (We only used 1 Static IP Address dedicated to LAN) 
    ISP# 3 is Bayantel with speed of 2.5 Mbps with 1 Static IP address (We used this as Multi path for ISP #2)

    Internet====>Modem=====> Switch=====>Astaro 220======> LAN

    We have branches nationwide. We only used L2tp VPN connection to connect the main office to our branches. We only print documents in our branch.

    Branch Setup.

    Configured in windows VPN Via L2tp connection.

    Branch # 1: connected to L2TP connection via ISP #1(with the same provider (PLDT))- no problem fast printing less than 1 min.
    branch # 2: connected to L2TP connection via ISP #1 (with the same provider (PLDT))- no problem fast printing less than 1 min.
    branch # 3: connected to L2TP connection via ISP #1 (with the same provider (PLDT))- no problem fast printing less than 1 min.
    branch # 4: connected to L2TP connection via ISP #1 (with different provider (Bayantel)- slow printing, sometimes we cannot print
    1. My problem is with the branch #4. because it has different provider we experience slow printing. What would be the possible way to be able to print fast in branch#4.? is there a possibility of slow printing because they have different providers?
    2. It is possible to set branch#4 to the Public IP Address of Bayantel in Main Office.? How to configure it to Astaro 220?

    I would have guessed that the connection at the main office was good, and that the issue was the uplink speed at branch#4, but, yes, you can direct branch#4 traffic to ISP#3 at the main office.

    In order to do this, the interface for ISP#1 must be added to the Uplink Balancing Interfaces and the L2TP definition must be changed to "Uplink Interfaces".  I haven't tried this, so I'm not certain, but I think you don't need any more multipath rules - just have each site "call" the correct IP.

    Please let us know the result.

    You're right Bob. The configuration is okay. We already did that configuration. Each site can "call" the IP of ISP#1 but when we try to call the IP of ISP#3 configured each site we encounter an error 789, error 792. " L2TP cannot connection attempt failed because security negotation timed out".

    How can we solve that issue?

    How about pics of the 'Global' tab of L2TP and the 'Interfaces' and 'Uplink Balancing' tabs of 'Interfaces'?  Also, the IPsec log lines from the Astaro when trying to connect unsuccessfully.
