VPN site to site

Hello, this is my first post.

I am making a VPN Site to Site between my ASG320 (fimware 7.505) and a CISCO 7206VXR.

In the IPSec log I see:
packet from 200.36.x.x:500: size (92) differs from size specified in ISAKMP HDR (28)"

I have not enabled NAT traversal.  I verify that the two sites have the same policies:

phase 1:
Encryption Scheme                            IKE
Diffie Hellman Group                           Group 2
Encryption Algorithm                          3DES
hash algorithm                                  SHA-1
authentication method -->                  Pre-Shared Key
lifetime (for renegotiation)                   28800

phase 2
Encapsulation (ESP or AH)                    ESP
Encryption Algorithm                           3DES
hash algorithm                                    SHA-1
Perfect Forward Secrecy -->                Group 2
Lifetime (for renegotiation)                   3600
