Site2Site VPNs with 2 Internet Routes

We have an ASG configured at our datacenter that has two Internet connections from different carriers.  Connection IA is the default route for the ASG.  We have all Site2Site IPSEC connections going through and bound to connection IA.  For latency reasons we want to occasionally utilize IB as the connection a specific site uses.  I have been unable to get this to work by using both the binding in the IPSEC connection and creating a policy route to the remote gateway but it still won't pass traffic. VPN shows connected but no traffic passes.

Here's what I'm trying to accomplish and maybe someone can guide me.

Site A -
  IA - Internet Connection A (default GW)
  IB - Internet Connection B

Site B -
 IC - Internet connection (only one)

Want to get Site A connected to Site B via Site2Site IPSEC connection using IB on the Site A side.

    why a policy route? - you can establich a tunnel to every physical ifc ba selecting it as local ifc in ipsec connection; if the tunnel is established the routing will be done automatically because of the known connected network...
    if the tunnel comes up but cannot transport payload mostly there's something wrong with the tunnel - maybe you can post some logs...
