Connection Timeout with VPN

Why do i get frequent connection timeout with L2TP over IPSec VPN clients?
xl2tpd[4141]: Connection 12 closed to IP address , port 1701 (Timeout)

    Ethernet cable?  Bad NIC? Mis-matched MTU?  Try setting External interface to half-duplex and/or fixed speed.
