Any way to detect and disconnect an incative VPN session?

Greetings,
I have a client who is suffering from limited bandwidth.  They are getting another T-1 line installed, but until then they are trying to do what they can to make the most of what they got.

One of the ideas that came up was to close unnecessary connections.  This usually happens from users who connect from home, then leave their session open...forever.  Is there a way to detect an idle VPN session, and more importantly, disconnect after an idle period, say 30 minutes?

    I don't think closing an inactive VPN session or two will make any perceptible difference.  What about using QoS to prioritize the traffic that's causing users to complain?  You also could put an upper-limit on the bandwidth used by FTP.
