Site-to-Site Fatal Errors in config

I get the following message on my ASG 320 v 7.200 when I enable a site-to-site vpn I just defined.
 
Starting strongSwan 4.2.3 IPsec [starter]...
2009:03:05-15:23:24 (none) ipsec_starter[8751]: /etc/ipsec.conf:49: syntax error, unexpected STRING [ZnNI36a3Sl3f3fiLOcKepCG24gqR2IwF21w4e9NqT7vnWJtpydL2yLRpNjw4j5cKXldDpg5f6v2jzHeU]
2009:03:05-15:23:24 (none) ipsec_starter[8751]: unable to start strongSwan -- fatal errors in config 

Yet if I SSH into it to look at /etc/ipsec.conf , I only get an empty file.

ips_av  ips_notifications_blacklist.ph  ipsrulecount  ipstotalrulecount
"

Any ideas?
