SSL-VPN Soft Reset Error

I have this interesting problem. I have one user that can connect into the SSL-VPN connection no problem and follows the rules that I have setup properly. However I have this other user that when he connects, his connection sits there and does the reset dance. It connects Soft Resets Error out and then reconnects.
Error -> SIGUSR1[soft,connection-reset] received, process restarting

I have been over both user settings and they are practically the same.

Solved. The problem was the order I was filtering packets. Once I had that solved, it resolved my reset errors I was getting.
