L2TP over IPSec will not connect

Hi,

i'd tried to connect a l2tp connection to my astaro v7 from windows xp. i'd used the built in VPN-Client, checked L2TP over IPSEC and set the Pre-Shared-Key. I'd add a localuser named test und give L2TP over IPSec permissions. Also I'd  unchecked the value "encryption neccessary".

Is it neccessary to configure rules and masqerading explicite for the L2TP connection? I'd configurued the default rules und and masq.

My problem:

If I try to connect from Windows XP, Windows 2003 to my Astaro v7 nothing happens. "Connecting to ***.***.***.***. No username/password query, no "registering computer...." and after a while a error 792 occured.

The german error report means: "Fehler 792: Der L2TP-Verbindungsversuch ist fehlgeschlagen, da die Sicherheitsaushandlung das Zeitlimit überschritten hat."  For english speaking members i try to translate this sentense: 

"Error trying to connect l2tp. Timeout while security negotiation."

Please give me an advice to connect this client-tunnel. 

By the way: SSL VPN works fine but is not my target solution.
