Problem getting Remote Acces to work

Hi there, i got a problem using Remote Access.
First, we have 2 locations connected via Side-To-Side VPN:

Location A
192.168.0.0/24

Location B
192.168.3.0/24

Works all fine, i can connect/ping/transfer/... from A to B and the other way around.

And here's my problem, i want to give remote access to some users, they should connect to location A using IPSec.
First i just added the internal network to the local networks field, and all worked fine, i was able to download the cert and the config from the portal and so on. Connect via IPSec Client worked fine.
After that i added the network from location B to the list of accessble networks, now i cant download the configuration anymore?
Anyone any solutions?
