Rules for VPN

HI,

I have a running vpn between two sites.  A  B
Now I want to set up a rule to allow all from A to B but nothing from B to A except the packets which are return packets from opened sessions from A to B.

A rule to check was 
Allow all from A to B and
Deny all from B to A

The  rules takes no effect.

What I'm doing wrong
