POTS modem for failover--with VPN??

There was a thread (on which I never saw a resolution) back quite a while ago, suggesting that it was possible to configure a POTS modem connected to the serial port of an ASL box, to use a regular PPP account for (low-speed) failover.  I don't know if it's even possible, so question 1 is, is it???

If it is, my REAL question comes up. . .with such a failover, is it possible to re-establish an IPSEC VPN tunnel?  If so, how?  Does it require DynDNS?

I'm thinking it may be a dumb idea anyhow   , so I won't be offended if you all come back and tell me that yes, it was a dumb idea!
