SITE to SITE & L2TP over IPSec VPNs. How to route?

I have set up a the following configuration.
(SITE1 ASL 5 192.168.2.0/24) --SITE to SITE VPN -- (SITE 2 ASL 5 192.168.100.0/24) --- a L2TP over IPSec on the public network to --- (Windows roadwarriors, IPSEC Pool)

Both VPNs works independently but I am looking for a way to route my roadwarriors to SITE 1.

I tried static route without success.
