Issue CERT from CSR does not work

Cannot sign CSR certificate. 

From the Webadmin Log, I get:

webadmin[3503]: Error calling method F0106 in package WFE::ipsec: no serial file! at /PerlApp/WFE/ipsec.pm line 287,  line 23

Any idea?
