VPN net(static)-to-net(dynamic), possible?

One end is static IP, the other is ADSL dynamic.
Testing with astaro, i found the option to select the remote endpoint as "dynamic". In my test setup, setting one as dynamic and the other "normal" the tunnel was established.

My questions:
¿the tunnel was established becase the dynamic endpoint tried to establish a tunnel and then the opposite tunnel was established?
if not, ¿why is the dynamic option available for tunnel setup?

    if you use a dynamic endpoint, the tunnel is always established by the dynamic endpoint to the static one. The vpn modul does no nslookup and so it is not possible to set up the tunnel from static to dynamic.
