PPTP connection Problems

I connect using W2K SP3 to the first VPN1 no problems but it is almost impossible to create a second PPTP connection to the second VPN2.I get 619 errors on the client side.

I had this problem before with ASL 3.2/2.14 I tweaked the LCP/MTU/MRU settings in options-default and speed  setting in pptpd.conf-default.That didn't fix it then either I just left them alone for about a week and they just started working again.

I found the last time that if I used a dial-up connection I had no problems connecting to both boxes but with a DSL or broadband connection it would fail to connect to the second VPN.
This time however nothing is working.

I am seeing the connection attempt in the log on VPN2 as Unknown connection and Modem Hangup.
 If I plug my laptop into the network between the 2 ASL boxes I have no problem connecting to the second box.
I have tweaked the rules from ANY  ANY  Allow to specifically allowing PPTP & GRE  between the IP of the PPTP client on the first box to the IP of VPN2.

Im using 2 RealTek cards in VPN2 and a mix of Intel and 3Com cards in VPN1.

Any Ideas of what my next step should be?

    I have captured packets during a successful connection and a failed connection but I can't tell why the connection is being dropped each time. If someone wants to see these captures let me know and I will post them. 

    I have done some testing and when I roll back to ASL 3.2  I can get connected to VPN2 but Multilink Framing is off. When I attempt to connect to anything on the VPN2 network the connection is dropped.
