VPN Net to Net : errno 111

I want to build a Net to Net VPN and i have some problems to one extremity.
Here is the error message:

extended network error info for message to 212.69.25.209 port 500: compainant 212.69.25.209, errno 111 Connection refused, origin ICMP (not authenticated) 2, type 3, code 3
