No responce to IKE proposal [phase-1]

Hi,
I cant get vpn to work.
I am trying to set up a host to net using SSH Sentinel 1.3.2 on WindowsXP.
Here is my Astaro setup:
     Secure AAssiciation=ike
     Authentication method=secret
     Secer=xxxxxxxxx

     Local Interface=external
      Local subnet=lan   (192.168.2.0/24)

     remote ip=client (static ip of Windows box)

Packet filter rules:
     any --- any --- any --- allow

SSh Sentinel:
     Created host pre-shared key with same share secret
     Primary Identifier=host ip address
     Host Address=ip of windows box

     Created VPM connection with:
     Security Gateway=ip of astaro
     Authentication key=(newly created preshare key

When I try to diagnose I get this:

Remote end does not respond to IKE proposal [phase-1]

Do I have something wrong with my config?  Am I missing something?
