Modifying Packet filter resets VPN (2.025)?

I've noticed that when I modify packet filter rules, that it seems to cause the VPN connections to reset on Version 2.025.

This became apparent this morning when I was removing three uneeded rules and a customer's VPN connection was reset. Unfortunately, their Cisco VPN concentrator didn't recover from the multiple bounces, which caused a 45 min outage. Looking through the logs, I saw the IPSEC was restarted at about the same time I turned off each packet filter rule (total of 3).

Needless to say, I'll have to wait till after hours before reconfiguring rules given that it appears that one is linked to the other. Only problem with that is if rules need to be modified for one customer, I'll be affecting others by making the changes if the changes "can't wait".

Any obvious explination for this behavior? Is it present in version 3.2?
