ASL - ASL VPN Problem

I have an asl to asl VPN setup, but keep running into Public Key issues. I have tried setting both 512 and 1024 bit Keys up and the VPN Live Log shows the two attempting to talk to each other, but I keep getting the following on one or the other of the 2 boxes "SIG did not decrypt into good ECB: no leading 00. Bad key?" If I understand correctly all I need to do is have the same exact public key on both ASL boxes correct? If so what does this mean and or what am I doing wrong? any help would be nice
