VPN timeout before connecting (PPTP)

I was setting up a user overseas to connect to our VPN for some work that they had to do; however he cannot connect. It gets to the "Verifying Username and Password" step and then it gives him a "Error 619 : The specified port is not connected".
From my end on the log file all I can see when he tries to log in is:

Oct 16 09:21:51 #### pppd[22987]:LCP: timeout sending Config-Requests 
Oct 16 09:21:51 #### pppd[22987]:Connection terminated.
Oct 16 09:21:51 #### pppd[22987]:Exit.

Any ideas?
