VPN firewall rules

I want to set a firewall rule to only allow VPNs to connect to NAT'ed IP. Is this possible?

NAT

source_ip:1023 => destination_ip:23

want

0.0.0.0/255.255.255.255 => destination_ip:23

using

NET/255.255.255.0 => destination_ip:23
