Failed to install RMSNT: Error code 80070002

Getting this error on a machine running Win 7 SP1. What's the resolution?

    I believe this may be a Windows issue, that code is related to Windows Updates and the Windows Installer service.  

    Googling that error suggested restarting the installer service and a couple of other things.
