Device control shows NT Authority\SYSTEM Read Only

I have (am trying to) set a Device Controls exception to the Default control policy for a camera, with its Model listed as "Canon VIXIA HF S10 USB Device" to Read Only.  When the camera is plugged in the Device Control Events show domain\user with status of Blocked and 3 seconds later it shows NT AUTHORITY\SYSTEM with status of Read Only.  The user cannot gets a notification that the device is blocked.

What am I missing that prevents the user from having Read Only status for this device?
