Hi Mostafa,
The download throttling policy should be bound to the external interface i.e., your WAN interface. Verify the configuration by reffering to Using QoS: Astaro Security gateway.

I did bound it to the external interface ,and in the traffic selector I’ve set:
source : internal network
service :any
destination: any
but it still not working !!

Hi, Mostafa, and welcome to the UTM Community!
Your Traffic Selector is for traffic coming from "Internal (Network)" and going elsewhere. It can't be used for traffic going to your Internal network.
It's not easy to do a per-user download speed limit as no internal IP is known when traffic arrives at the External interface. In fact, you must use a Bandwidth Pool with a specified 'upper bandwidth limit' on the Internal interface for each user that you want to limit.
You might want to comment on and vote for Bryan Martin's recent idea: https://ideas.sophos.com/forums/17359-sg-utm/suggestions/19449046-upload-throttling.
When approaching QoS, it's always important to have a clear description of the problem you're trying to solve. Just presenting your solution makes it difficult for us to suggest the best way to proceed.
