The outbound interface of my Internet uplink is being saturated. How do I determine which host on my LAN is consuming the minimal throughput allotment from my ISP?

Hi Busthead,
You should enable "Network visibility" under Web Protection / Application Control. The you can launch the "Flow Monitor" to view the connections nearly realtime.
With "Logging & Reporting / Network Usage" Tab Bandwith Usage you should see the most consuming IP's (Firewall). If the client uses your proxy then you will find the reports under the web protection subsection.
