Not able to connect from inside to remote FTP site to pull updates

I am running UTM 9.352-6 and having issues getting an internal device to be able to connect to ftp.dell.com to pull updates for a server.

I tried to make a:

Network Protection -> Firewall -> rule

We Protection -> Filtering Options -> new exception listing ftp and https for dell.com

The communication tests fail and I wanted to see if anyone else had and/or fixed this problem?

Some more background:
Network Protection -> Firewall -> Adv -> Connection Tracking Helpers for FTP is checked

I believe that base communication was established with the firewall rule. I hope that the two-way communication and NAT translation will be covered by the tracking helpers. I am testing now.

Instead of randomly creating rules in various places, the start point should be checking logs to find out exactly what is causing the issue.
