Selective Uplink balancing?

Hi all. We have a UTM-425 cluster in a location with three entities who are at odds sometimes. Right now there is one Internet connection, which they all share. Entity A got a second Internet connection which they want to use in conjunction with the first Internet connection for failover. That falls under "Uplink Balancing", it seems. However, they don't want the other two entities to use this new Internet connection. Is there a way to employ Uplink Balancing for Internet 1 and 2 for Entity 1, while Entities 2 and 3 only use Internet 1?

If the three entities are on the same subnet, this can't work. Can you put each entity on a different interface or VLAN?

Yes, they are all on different subnets/VLANs.
If the three entities are on the same subnet, this can't work. Can you put each entity on a different interface or VLAN?
