Firewall rule not applied?

I'm using UTM 9.3 with an Internal and External interface and these settings:

Firewall: Internal -> Any -> Any
Masquerading: Internal (Network) -> External (Interface)
Web Protection: Transparent Mode

Internal clients can access Internet even after I disable the Firewall rule!
How to fix this issue without restarting the UTM?

    No.

    What I want to achieve is to filter clients by MAC addresses and apply some web filtering on those clients!

    Create a Host with static mapping for each of these specific clients.  Create a Web Filter Profile with these Host objects in 'Allowed Networks'.  This Profile will be considered before your default which was configured in the 'Web Filtering' section.
