Firewall rule not applied?

I'm using UTM 9.3 with an Internal and External interface and these settings:

Firewall: Internal -> Any -> Any
Masquerading: Internal (Network) -> External (Interface)
Web Protection: Transparent Mode

Internal clients can access Internet even after I disable the Firewall rule!
How to fix this issue without restarting the UTM?

    What I want to achieve is to filter clients by MAC addresses and apply some web filtering on those clients! 

    In other words how to execute both MAC Filtering and Web Filtering on packets?

    If I activate Web Filtering and add MAC hosts list to "Skip transparent mode source hosts/nets", will UTM do any Web Filtering on that list?

    What about if I add only a Host to the Allowed networks on the Web Filter defined as follow:
    Name: MyMACListHost
    IP: 1.2.3.4 (non resolvable)
    DHCP MAC Addresses: 
    ?
