Trying to enable Wifi Calling

Hey all.  I'm trying to enable wifi calling on my T-Mobile phone and not being very successful.  (For reference, my UTM version is 9.305-4, but upgrading soon to 9.309-3.)  I finally opened the live firewall log and just watched as my phone tried to activate wifi calling.  There were several dropped UDP packets going to external addresses on ports 500 and 4500.  I made a firewall rule for those ports and those dropped packets stopped, but then there are quite a lot of TCP packets coming from external addresses on port 443 going to my phone on various ports.  These dropped packets stop when I turn off wifi calling on my phone, so I believe they're related.  Problem is, I don't know where to go from here.  Can I make a rule saying all incoming port 443 packets going to my phone are allowed?  All of the dropped packets look like this:
