Will NO NAT override masqurading

For one subnet that is going over External NIC we dont want active Masquerading rule. 
We have Internal Networks -> Any :: Masqurade to External Address. 

Will NO NAT be stronger than Internal Networks -> Any :: Masqurade rule?
