For a long time, I'm looking for a way to limit my users from over using my internet line.
I have 150 Mb dedicate synchronous wan line.
Normally, it's more than enough, but some time, users can download, something big and consume a lot of band width.
Maybe it's known trick, but I Just found something that it seems to work and a solution for this:
Interfaces & Routing->Quality of Service (QoS)->Download Throttling->Wan .
Create new Throttling Rule and use "Traffic selectors"-ANY, and "Limit"-Each source address.
Limit (kbit/s): as you wish.
Try it, see if its working and what do you think of it.
