Firewall not blocking established connections

I am afraid to say but it appears that a bug that appeared in 9.1 and was fixed in 9.2 has reared its ugly head again:  Mantis ID 27685.

I used time based rules and they no longer block established connections when the time period is reached.  

Is anyone else seeing this 9.1 behavior again besides me?  I am on version: 9.305-4

    Bob, I think I could figure it out, but do you know tcpdump well enough to add a line to /etc/crontab-static to record 100 lines of packets going to that internal IP beginning at 21:00?
