Firewall not blocking established connections

I am afraid to say but it appears that a bug that appeared in 9.1 and was fixed in 9.2 has reared its ugly head again:  Mantis ID 27685.

I used time based rules and they no longer block established connections when the time period is reached.  

Is anyone else seeing this 9.1 behavior again besides me?  I am on version: 9.305-4

    I am sure Bob.  My rules have not changed. The firewall rule with the time definition kicks in, I see the "block messages" in the live log for the firewall, but the traffic is NOT blocked.  Same behavior we saw a while back.  Sorry if it is the wrong Mantis ID I pasted in there...
