QOS for wireless guest network

We are expanding our guest wireless network and I need to put limits on bandwidth consumption.  I have turned on QOS for the Wireless Network and defined the Interface Downlink at 1024KB and Uplink at 512KB.  However when I test the bandwidth I can still eat up 5-6 mbps.  Its as if these interface settings do not affect anything.  I ended up configuring download throttling for the wireless network and that did the trick.

What is the purpose of the Downlink/Uplink interface settings in the QOS section?
