Ghost Packet Filtering Rule

I was trying to figure out a network issue this morning and opened up the Firewall log to see what was going on. In the stream, I saw a line that said "Packet Filter Rule #21". The odd part is that I only have 20 rules in the list. Where is the 21st one coming from?

By default, the display shows user created firewall rules. Change to All. Could come from a proxy, NAT rule, or VPN.

That was the first thing that I did and there are only 20 rules

What version are you running? There were a few versions where firewall rule numbering was messed up, documented in the known issues list. 20 per page or 20 total?

We're running 9.305-4. And both of the drop downs are set to "All"
