Default Drop Issues with PPTP

For some reason, my firewall accepts PPTP requests and traffic from all IPs, except this one in Pampa and I think the Pampa area in general gives me fits too.  Any idea of what the cause of it would be? It's driving me insane. I've even created a firewall rule that allows all traffic with any service from that IP, with absolutely no luck. Anyone have any idea on what would cause this? Here's what the logs show:
