1) Did you mean to put port 21? Port 25 is SMTP. 2) If this is outbound traffic and you are using the Web Protection proxy, check the Allowed Target Services list. If it's in there (FTP is there by default), then access is controlled by the web proxy and not manual firewall rules. If you don't want to allow FTP, then remove it from the Allowed Target Services list. 3) If this is inbound traffic and you have a DNAT with Automatic Firewall Rules enabled, then this would have precedence over manual firewall rules.
