Country Blocking Exceptions

What country does this belong to?

119.81.54.228

Some sites say China, some say Philippines, some say Singapore.  Where does Sophos look up this information?

    The reason is that I have blocked all countries in 'Asia'.   There is an online game that I play at that address and I have an exception for certain ports going to that address.  It works most of the time but once in a while I need to change between Singapore, Philippines and China.  I suppose I could just leave all 3 in the exception but I was just curious on what Sophos references for the IP to Country correlation.
