What does "internet ipv4" mean ?

Is "internet ipv4" all routable internet addresses without 10.0.0.0 / 172.16.0.0 and 192.168.0.0 networks ? or
is "internet ipv4" all ipv4 addresses outside the external (wan) interface of the utm firewall ?
