Firewall Policy Not Applied

Hi All,

i've a big strange problem, i am using SOPHOS UTM 9.2 (Software) i'm creating a firewall policy at the top of my firewall policy list, and it's not applied.

i'm trying to create a policy that applied on a pc with ip 192.168.20.6 to block him from specific traffic like block RDP, etc... but this policy not applied at all. even i tried to do it on a different firewall and the same result.

how can i solve this issue?

Do you have any other services enabled on the UTM that might be letting it through before the firewall is applied?
