County Blocking Blocks Unintended US Servers

I had something weird start happening at about the final 9.111 firmware. I started having really poor web browsing performance, mostly over https. I'm not using any web filtering.

While investigating, I noticed that I was getting tons of drops in the firewall logs. For testing, I was testing Gmail, which has https enabled by default. The ip addresses being blocked due to "country blocking" were 74.***.***.*** ip addresses listed as belonging to Google in California.

In reviewing my country blocking settings, I was blocking a few middle eastern countries and Russia, due to frequent deliberate attacks on my web servers. No United States obviously, but somehow, these google addresses were being blocked.

Anyone heard of this before. For the moment, I disabled country blocking and my  https web traffic is working much better, the problem didn't seem to happen much for http.
