QoS: Limit bandwidth usage for guest network

I would like to implement bandwidth limitations for my guest networks (LAN and WLAN).

The networks are two VLANs assigned to a physical interface on my UTM.

I tried the following:

QoS>Traffic Selector:    Network Group "Guest-networks" > Any > Any
QoS>Download Throttling: On each WAN-Link:   Limit 32000 with ^-Traffic Selector

Did not work

The I enabled QoS>Status for the two VLAN-Interfaces and limited the available bandwidth there to 32000.

This works

Is this the suggested way to do it?
Why did the first attempt not work (it would of course only limit download)?

This is ok for the guest networks since they only do WAN-access anyway, but on some LANs I'd like to limit the WAN-speed for certain Apps/Destinations as well without limiting the overall available  bandwidth
