Any/Any/Any Rule Drops Packets

good afternoon 
I have a program whose name is Emptor and he is sending files by ftp, but when I put him to pass through the firewall blocks it giving error even using any / any / any, when I use outside the firewall utm it works normal.

I think it might be something related to this log

    Other questions - Why do you have a NetBIOS request coming to your UTM from the public Internet?  Do you have a DNAT for that traffic?
