Any/Any/Any Rule Drops Packets

good afternoon 
I have a program whose name is Emptor and he is sending files by ftp, but when I put him to pass through the firewall blocks it giving error even using any / any / any, when I use outside the firewall utm it works normal.

I think it might be something related to this log

    ANY in UTM is not everything.  It's better interpreted as most...certain things like NETBIOS, ping, and traceroute are not included.  Also, be aware that the logged packet above is UDP, not TCP, so make certain that any firewall rule you make to allow the traffic covers UDP.
